French central banker: France alone must solve fiscal problems

France can begin solving its ​fiscal problems by passing ‌a budget, rather than expecting some sort of ​solution from the European ​Central Bank, Bank of ⁠France Governor Emmanuel ​Moulin said on Wednesday.
